Why not open a server in Kazakhstan (still fetching results from your main data center) or redirect google.kz to kz.google.com and continue to provide users in Kazakhstan with a high quality, customized service? This policy doesn't immediately undermine the open infrastructure of the Internet. I'm surprised more countries don't have the same policy.
Why do you interpret your own policies this Janus faced way? Does Youtube no longer belong to your company? I'm finding myself getting more and more annoyed by youtube's "This video is not available in your country" message. Why get worked up over google.kz whilst defending national boundaries on youtube the "berlin wall" or "north korean" way?
It is probably a necessary measure, given Kazakhstan is an authoritarian state where citizens' rights and freedoms are not always respected, and that this law seems to represent an attempt to control the information on the internet.
