As Online Entrepreneur, I am very interested by your study and wonder why the political agenda is so slow on this front.
I made some research about the Digital Agenda* from Neelie Kroes and even if the Web is definitely part of it, it seems the focus is on core and heavy innovation that will deliver results on the long or very long term.
How comes there is so little focus on quick initiatives to help small businesses build on the Web current technology to create value for the end users with the existing technology. Internet as it is today is still a source of inspiration for many opportunities.
